How small can it go?

It depends on what is in it. Scans and photographs compress a great deal; a document that is mostly text is already small and will not move much.

What if it still will not fit?

Split it and send the parts, or lower the resolution before compressing. A 12-megapixel photograph of a page is far more than anybody needs to read it.

Will it become blurry?

Look at it before you send it. Compression that has gone too far is obvious on screen, and you can step back.
